There are conflicting reports as to whether Israel actually hit the embassy in Damascus or a neighboring building where the Iranian military were meeting. If that structure was NOT part of the embassy, that throws a new light on the attack. I have yet to see legitimate clarification of this point: just conflicting reportage.
I have not seen any report that does not identify the structure as consular offices but I do not know. If the bldg bombed was not a diplomatic office it is still a provocative outrage as it still means Israeli war plans bombing a third country and killing 16 people. Clear violation of international law by any measure.
